We are seeking an experienced regional HR Manager to join our team supporting multiple Tarmac sites across the South East of England (including Norfolk, Hertfordshire, Essex, Sussex and Kent). This role delivers a comprehensive, commercially focused HR service to our site management teams. As this is a regional role it is open to candidates from across the region – whether you’re in Norwich, Cambridge, Ipswich, Luton, Stevenage, Colchester, Brentford, Farnborough, Shoreham or Sevenoaks – if you enjoy a regional role then this is ideal for YOU!
This regional HR Manager role will enable you to take ownership of talent attraction and development, cultivate high levels of employee engagement, and embed a performance management culture, whilst ensuring the coaching and development of teams is placed high on the agenda.

Role Responsibility
Reporting into the Senior HR Manager/Head of HR, the role of HR Manager for the South East region will:
- Represent the HR function within management teams across the business units to ensure national, Business Unit and local priorities and strategies are achieved
- Implement, monitor and adhere to HR policies, initiatives and projects within timescales to support the delivery of the Group objectives
- Manage organisational design delivery including TUPE and organisational restructures
- Talent attraction and development including succession planning for responsible area in partnership with national Talent / Learning and Development teams
- Ensure high levels of employee engagement and a positive employee relations culture by being visible physically and remotely with all teams within your scope
- Ensure compliance with employment law and company policies and procedures at all times
- Support the Resourcing team to ensure a diverse and inclusive workforce, i.e. right people in the right place at the right time
- Promote and instil a culture of consistency, equality and fairness in our handling of employee relations matters, challenging stakeholders where appropriate
- Provide coaching and support to the site management teams, to create an enabling and engaging culture
- Manage local/national wage negotiations - ensuring salaries are robust and competitive, using internal and external benchmark data to attract and retain talent in critical roles whilst maintaining cost control
- Lead on early careers activities, including our educational engagement activities
- Provide relevant HR KPI data and analysis
- Drive an absence and performance management culture across the site
The Ideal Candidate
Suitable candidates for the role of HR Manager will have proven experience working in a similar position and possess CIPD level 5 (ideally level 7) or equivalent experience. They will also have a comprehensive understanding of HR principles and practices, coupled with relevant business experience and professional development. The role of HR Manager will suit a well organised, agile and resilient HR professional who also has:
- Good working and practical understanding of employment law and how to deal with employee relations cases
- Confident manner, able to multi-task and prioritise effectively
- Proven mental agility and resilience
- Confidentiality and strong interpersonal skills and the ability to build and develop strong relationships internally and externally
- Excellent written and verbal communication skills
- Experience of working in a unionised environment advantageous
- High integrity and ability to challenge, impact and influence others
- Ability to assess, measure and identify key talent and ensure this fits key organisational drivers
- Ability to build trust with employees and management
- Personal drive and a desire to succeed and improve
- Attention to detail
