We are currently recruiting for a Programme and Resource Manager to join and lead our Highways Programme working on the Norfolk Highways project of works.  The role is based from our Tarmac Norwich site, in Norfolk and is easily commutable from Spixworth, Wymondham, Taverham, Loddon, Aylsham, Hemsby, Great Yarmouth, Gorleston-on-Sea, Hopton, Lowestoft, Beccles, Dereham, Cromer, North Walsham and the surrounding areas.

Role Responsibility

As the Programme and Resource Manager you will oversee the strategic works programme and contractors resource plan. Accountable to produce the overall Norfolk Strategic Programme and scheduling of schemes therein to maximise resource utilisation and outputs. Key liaison with NCC over strategic programmes and forward works planning. Coordinate programme updates from agents and monitor PPC’s in line with forecast commercial outrun. Drive continual improvement through collaborative planning and implementation of data lead decisions. Ensure continuity of future workstreams in line with business growth plan. As well as you will provide guidance on highways management matters to the Tarmac company on whose contract/contracts upon which they are operating to ensure their objectives and targets are achieved leading to the successful overall delivery of the programme.

Other responsibilities for this role of Programme and Resource Manager will include (not exhaustive):

  • Manage all Norfolk programmes and resources and key liaison to Norfolk for all areas, whilst working collaboratively with all contract partners to ensure project delivery
  • Manage the programmes and contractors resource plan to be agreed, maintained and communicated contract wide
  • Manage all agency and sub-contract requirements in line with Contractor's Resource Plan and to optimise profitability
  • Ensure programme delivery through efficient allocation of agency staff and sub-contract suppliers 
  • Forecast and produce spend profile in line with commercial recovery model along with the monthly turnover figures produced on a rolling 12-month basis
  • Monitor resource allocation and undertakes smoothing of programme, through liaison with operational team, with weekly reviews of resource allocation and link to commercials team to inform delivery model
  • Manage the production of construction and target programmes in line with overall strategic plan and commercial forecast
  • Provide programming advise for all schemes to compile strategic programme for submission to the NCC Service Manager
  • Attend both ECI meetings for non LMO schemes to provide support on planning and programme issues and Scheme Surgeries with Client

The Ideal Candidate

It is preferred that the successful candidate for the role of Programme and Resource Manager will have the following:

  • Management Qualification – ILM / NEBS / NVQ4, CSCS Qualification
  • Largely qualified by experience relating to industry standards and/or possess good Higher Education Achievement (HND/HNC Level)
  • Manager with project organisational, and people management skills
  • Managerial Experience – proven management experience in the Highway maintenance industry
  • Scheme delivery experience covering various scheme types from new build to reconstruction
  • Planning Management – Extensive experience of managing complex works programmes using programming software
  • Commercial and Contractual awareness
  • Contracting Methods – knowledge of contracts methods and up to date knowledge of specifications and contracts
  • Knowledge of NEC3 TSC Type contract Contracting Methods – knowledge of contracts methods and up to date knowledge of specifications and contracts
